Three types of awards are offered: Frances C. Allen Fellowships are open to women of American Indian heritage pursuing studies beyond the undergraduate level who wish to spend a significant amount of time in residence at the McNickle Center (2/1 and 8/1 deadlines); Documentary Workshops provide 25 stipends of $300 each for participation in workshops designed for college faculty wishing to include Native American materials in their teaching (4/1 deadline); and Documentary Fellowships enable workshop participants to pursue individual projects (4/1 and 8/1).
Supports projects that encourage, improve, or make affordable the use of advanced telecommunications, computer networks, and related advanced technologies to provide educational and medical benefits through distance learning and medical links to people in rural communities, and to improve rural opportunities. Program: Community Outreach Partnership Centers Program

Awards grants to institutions to support centers that conduct research on problems (including housing, health care, crime, education and training, and economic development) in large and small cities and facilitate partnerships and outreach activities between IHEs, local communities and local governments. Grantee must provide in non-federal funds 50 percent of the research costs and 25 percent of the outreach costs. For FY 94, $7 million is available to award grants ranging in size from $250,000 - $700,000. See the 1/4/94 Federal Register.
Supports assessments of the public health impact of human exposure to hazardous substances in communities located near hazardous waste sites. State IHEs may apply. Approximately $750,000 will be available in FY 94 to fund 10 awards ranging in size from $50,000 to $100,000. See the 8/9/93 Federal Register and a list of hazardous waste sites.
Program: Social and Behavioral Sciences Research Grants

Awards are made to institutions to support research on the medical, psychological, social, and familial factors affecting the psychosocial development of infants and children with birth defects from birth to age eight. Interest areas include social factors affecting cognitive functioning; the child's impact on the family; coping strategies; and development and evaluation of intervention strategies. Collaborative, interdisciplinary projects are encouraged. Deadline cited is for submission of required abstract. Full applications are due August 31.
Through agreements with many federal agencies, opportunities are available for recent Ph.D.s and senior investigators to engage in basic and applied research at over 100 federal labs and research facilities. Stipends will support research in: chemistry; earth and atmospheric sciences; engineering and applied sciences; biological, health and behavioral sciences; neuroscience; biotechnology; math; space and planetary sciences; and physics. Catalog describes interest of each facility and applicable deadlines. Deadlines vary among participating labs.

Program: Food and Agricultural Sciences National Needs Fellowships

Awards doctoral fellowships supporting research on areas of national need. FY 93 priorities were biotechnology-plant; engineering-food, forest, or agriculture; and water science. In FY 93 $3.4 million was available for awards. Approximately 1/3 of the funds were allocated to each national needs area. A proposal may request funding in only one such area. A program announcement for the FY 94 competition will appear in February 1994.

Provides funds to institutions with at least 25 percent minority enrollment. Eligible energy-related educational activities include recruitment of high school and community college students, student financial aid, linkages to DOE labs, curriculum design and development, and travel expenses to workshops, labs or meetings. Announcement for 1994-95 school year will appear in early 1994.
