GCEP supports research

The U.S. Department of Energy's Office of Biological and Environmental Research (BER) has established the Global Change Education Program (GCEP) to promote undergraduate and graduate training in support of the department's global change research activities.

Global change research encompasses a wide variety of study areas, including atmospheric sciences, ecology, global carbon cycles, climatology, and terrestrial processes. Global change research is supported by BER through the Atmospheric Chemistry Program (ACP), the Environmental Meteorology Program (EMP), the Atmospheric Radiation Measurement (ARM) Program, the Terrestrial Carbon Processes (TCP) effort, the Program for Ecosystem Research (PER), and studies carried out under the direction of the National Institute for Global Environmental Change (NIGEC).

Other studies address integrated assessments, predictions, and policy, as well as paleoclimatology and earth system processes.

The three components of GCEP are (1) the Summer Undergraduate Research Experience (SURE), (2) the Graduate Research Environmental Fellowships (GREF), and (3) the Significant Opportunities in Atmospheric Research and Science (SOARS) program. SOARS was established by the University Corporation for Atmospheric Research (UCAR) through partnership with the National Science Foundation (NSF) and is co- sponsored by the Department of Energy (DOE), the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), and the UCAR university community.

U.S. citizenship is required for application to any of the GCEP projects. The deadline for receipt of applications will be Feb. 1, 1999.

NSF Reminder:
As of Oct. 1, new National Science Foundation grants and funding amendments to existing NSF grants will begin referencing and be subject to Grant General Conditions (GC-1) dated 10/98. ITEM: Notice inviting applications for new awards for FY 99 under the Business and International Education Program and the Centers for International Business Education Program.
ACTION: The deadline for transmittal of applications for the Business and International Education Program is November 13, 1998. The application deadline for the Centers for International Business Education Program is November 16, 1998. ITEM: Notice of an interim final rule that delineates the process by which the Bureau of Justice Assistance will provide armor vests to eligible states, units of local government, and Indian tribes for use by law enforcement officers.
ACTION: This interim final rule is effective on September 23, 1998; comments must be received by November 23, 1998.

TITLE: NRA 98-10 for Research to Support Research, Development, Prototyping and Implementation of Synthetic Vision Systems and Topical Areas in Support of the NASA Aviation Safety Program

AGENCY: National Aeronautics and Space Administration (NASA); Langley Research Center
ITEM: Notice of plans to issue a NASA Research Announcement for efforts to support research, development, prototyping, and implementation of Synthetic Vision information systems and topical areas to reduce accidents by improving a pilot's situation and spatial awareness during low visibility conditions, including night and Instrument Meteorological Conditions.
ACTION: The anticipated release date of the NRA is October 15, 1998, with an anticipated proposal due date ninety (90) days after release. The solicitation and related documents will be available at <procurement.nasa.gov/EPS/LaRC/class.html>.

TITLE: Fundamental Research in Behavioral Science
SOL: Broad Agency Announcement
AGENCY: U.S. Department of Defense; U.S. Army Research Institute for Behavioral and Social Sciences
ITEM: Notice seeking proposals for the FY 99 contract program of fundamental research in behavioral science under this Broad Agency Announcement to add new, fundamental knowledge to behavioral science subdisciplines and discover generalizable principles. A portion of available funding may be made available for meritorious proposals from Minority Institutions and Historically Black Colleges and Universities and these entities are encouraged to participate.
ACTION: Concept papers must be submitted by December 11, 1998. To be considered for early funding, formal proposals must be received by November 17, 1998. For consideration for later funding, proposals must be received by February 9, 1999.
